If you've read my discussion of security descriptors in What Is A Security Descriptor, you'll recognize where these two types of ACLs are found. The DACL in a security descriptor is used to gate access whereas the SACL is used for auditing.

Canadian E-Passports Enhance Border Security

The first time I heard about e-passports last year I thought “What the hell, is this another Big Bother scenario”. I remember the Passport authorities had planned to embed fingerprints and iris scans in electronic passports. It was a relief for me to find out that this plan was rejected and there will be no additional biometric information on that radio-readable chip...

So E-passports that we will start getting in 2011 will have a digitized picture of the passport holder as well as their name, place of birth, date of birth, and passport number. This is exactly the same information as included in current passports. The passport office Canada is confident that the new passports will protect against tempering and identity fraud. They say the passports are protected against unauthorized access, because they can be read only from 10 cm away. The chip will enhance the current passport security features by containing a holographic image and a hidden photo of the owner that can be only under ultraviolet light. In order for the passport to be valid, all three images must coincide. Additionally, the chip will contain a country-specific signature that proves the passport was issued by the Canadian government. When this information has been included in the chip, it is then locked and the information cannot be altered.

This sounds very well to me, and as I plan to visit my sister in the US I would be very confident using the new e-passport. However, my husband is not happy with it at all. His arguments are that the government will be able to track people and know exactly in which they have been in the past. He argues the government will build a huge database that they will be able to sell to whoever pays the highest price. This might be true, but this is not something new. Every time you register in a website with your email address, you start receiving spam. Welcome to the 21 century.

I called my sister in the States yesterday and told her about the e-passports. She told me not to worry as they have been having them in the US for several years now. So next Monday I am going to apply for my new passport on the internet using this easily downloadable and fillable passport application kit

History of The Passport – England 1414 AD

As the passport is such an integral part of travelling the world I thought I would tell the history of the earliest passport from England in 1414 AD.

In England, the earliest surviving reference to a "safe conduct" document appears during the reign of Henry V, in an Act of Parliament dated 1414. At that time, documents like these could be issued by the king to anyone, whether they were English or not. Foreign nationals even got theirs free of charge, while English subjects had to pay. Needless to say, the monarch did not - and still does not - need a safe conduct document.

From 1540, the granting of travelling papers became the business of the Privy Council. By this point the term "passport" was being used, although whether it originated with the idea of people passing through maritime ports or through the gates in city walls ("portes" in French) remains a matter for debate. A passport from this period, issued on June 18 1641 and signed by Charles I, still exists. From 1794, the office of the secretary of state took control of issuing passports, a function that the Home Office retains today. Records remain of every British passport granted from this time, although they continued to be available to foreign nationals and were written in French until 1858, when the passport first acquired its role as a British identity document. Nevertheless, passports were not generally required for international travel until the first world war.

It was in the early 20th century that passports as we would recognise them today began to be used. The first modern British passport, the product of the British Nationality and Status Aliens Act 1914, consisted of a single page, folded into eight and held together with a cardboard cover. It was valid for two years and, as well as a photograph and signature, featured a personal description, including details such as "shape of face", "complexion" and "features". The entry on this last category might read something like: "Forehead: broad. Nose: large. Eyes: small." Remarkably, some travellers claimed to find this dehumanising. Following an agreement among the League of Nations to standardise passports, the famous "old blue" was issued in 1920. Apart from a few adjustments to its duration and security features, the old blue remained a steady symbol of the touring Briton until it gradually began to be replaced by the burgundy-coloured European version in 1988.

The passports of other countries are, on the whole, remarkably similar to Britain's, although some do have their quirks. The new Nicaraguan passport, for instance, boasts 89 separate security features, including "bi dimensional bar codes", holograms and watermarks, and is reputed to be one of the least forgeable documents in the world. The Israeli passport, through no flaw in its design, must be one of the most useless, as it is not accepted by 23 different Muslim countries, nor by Cuba or North Korea. The Vatican, incidentally, has no immigration controls, but it does issue passports. The Pope, among his other honours, always carries "Passport No 1".

The passports of the future will feature embedded microchips and biometric data, such as photographs, fingerprints and iris patterns. Malaysia was the first country to introduce this technology, and Australia, New Zealand, Japan, Sweden, the UK, the US, Germany, the Republic of Ireland and Poland, among others, have recently followed.

A passport from this date still exists. It was issued on 18 June and signed by King Charles I.

1644 -1649

References in the Commons Journal show that both the House of Commons and the House of Lords grants passes to foreign and British subjects during these years.

1772

Until this date, passports were written in Latin or English. From this date onwards they are written in French (but see 1858).

1794

From this date, all passports are issued by the Secretary of State and their issue is recorded. (Before this date some passports were issued and signed by the king or queen.)

1858

From this date, passports are restricted to United Kingdom nationals. (Before this date a 'passport' could be issued to a person of any nationality as a promise of 'safe conduct' from the King or Queen.) Passports start to be written in English again from this date, having been written in French since 1772.

1914

Start of the First World War. By this point, British passports are printed on paper and contain a photograph of the passport holder. The British Nationality and Status Aliens Act is passed. Around the world, countries start issuing passports as a way of distinguishing their citizens from others they think of as 'foreign nationals'.

1915

The first modern UK passport is issued. It is a folded one-page document valid for two years.

1918

End of the First World War.

1920

The League of Nations International Conference on Passports agrees on a new book format for passports.

1954

UK passports no longer show the name of the Secretary of State.

1961

The British Visitor's passport is introduced. It is available from Crown Post Offices and can be used for visiting western Europe.

1968

The first 10-year UK passports are issued.

1972

Passports are changed slightly, for example, the paper used now has a special watermark for security.

1973

A 94-page passport is introduced for frequent travellers.

1975

Passport photographs are now laminated for security - it is harder to change the photograph.

1981

An overprint is added to the laminate to further increase security.

1984

Occupation and country of residence details are no longer included on passports.

1988

'Family' or 'joint' passports are no longer issued.
The first burgundy-coloured machine-readable UK passports are issued. A common format is introduced for European Community member states' passports.

1995

The British Visitor's passport is discontinued.

1997

The first UK passports with references to the European Union are issued.

1998

New security measures include the use of a digital facial image rather than a laminated photograph and intaglio or raised printing on the inside on the front and back covers is introduced. Children under 16 can no longer be included on new adult passports but must have a separate child passport.

2006

26 October: Passports featuring electronic chip and antenna introduced.

2010

October: New passport design includes strengthened security features and iconic images from across the nation.

Same Day Visa Service or Fast Track Premium Applications for Tier 1 G (General) Post Study Work, Tier 2 Work Permit, with UK Border Agency

The process you will follow when making an application at one of UKBA public enquiry offices. The processes vary slightly, depending on which office you attend, but the following is a general guide to what you can expect.

The times given are approximate ones for Croydon and may vary depending on the number and type of applications we receive on the day. You should allow for the possibility that your application may take longer. At Solihull, Glasgow, Liverpool and Sheffield your wait may be shorter than this.

Premium applications

Arriving at the public enquiry office

Follow the signs to the public enquiry office. (At Croydon, follow the signs to 'Appointments'.) You must have booked an appointment in advance.

If you are applying at Croydon, please arrive with photocopies of your supporting documentation, and bring your original documents with you so that UKBA can compare them with the photocopies. If you do not do this, UKBA may take longer to consider your case. Photocopies do not need to be notarised or certified by a solicitor.

Security - 10 minutes

For your own safety, you will go through an airport-style security check. Your personal possessions will all be scanned, and any sharp or dangerous objects will be taken away. Please do not bring penknives.

There is nowhere for you to leave luggage. If you bring large bags, you will need to carry them with you at all times. UKBA strongly recommend that you do not bring luggage into our Cardiff office, owing to the size of its waiting area. There are lifts at the Liverpool office. At Croydon, lifts are available for the elderly, people with young children and people with disabilities. The Solihull, Glasgow, Cardiff and Sheffield offices are on the ground floor.

Reception - 10 minutes

You will be called to a counter at reception, where an officer will complete some preliminary checks on your application. Please have all your documents ready. The officer will tell you whether your application can be considered in the public enquiry office today, or whether you must apply elsewhere or provide extra documentation.

To ensure that you are prepared when you arrive, please look at the information on UKBA website, read the forms carefully and phone our immigration enquiry bureau on 0870 606 7766 if you have any queries.

If you are applying as a student under Tier 4 of the points-based system, please ensure that your education provider is a registered sponsor. UKBA will refuse your application if your education provider is not registered.

We will only accept original documents. Any computer printouts must be validated. For example, a printout of your bank statement must be validated by your bank (which means that someone at the bank must officially stamp and sign the printout).

If your application can be considered on the day, your application form will be stamped and you will be directed to the payment desk. At Croydon, UKBA will give you a ticket and tell you where you need to go. Please keep this ticket handy, as you will need to show it to both staff and security throughout your time in the public enquiry office.

If you need to obtain a biometric residence permit as part of your application, we will remind you that you must provide your biometric information.

Paying your application fee - 10 minutes

For information about application fees and how you can pay them, see the How much does it cost? page. You should ensure that UKBA will accept the method of payment you wish to use.

If you are paying with a credit card or debit card that is not in your name, the person named on the card must be present to authorise the transaction.

After payment, you will be called to a counter to have your application processed or (if you need to obtain a biometric residence permit as part of your application) registered.

Registering your case - 5 to 15 minutes

If you need to obtain a biometric residence permit as part of your application, UKBA will register your application on our immigration database before you enrol your biometric information. You will be asked to wait until you are called to the biometric enrolment booth.

Enrolling your biometric information - 10 to 30 minutes

When your case has been registered, you will be called to provide your biometric information. UKBA will ask you to sign an acknowledgement form, to confirm that you understand what you need to do. UKBA will then ask you to place your fingers, followed by your thumbs, on a fingerprint scanner. When your fingerprints have been recorded, UKBA will take a digital photograph of your face. You will then be asked to wait until you are called to a counter.

Considering your case - 30 to 45 minutes

At the counter, an officer will examine your papers and make a number of checks on our immigration databases. You will be asked questions about your application, and your case will be considered according to the current Immigration Rules and regulations.

When the officer has confirmed that your application can be processed, you will be asked to wait while your passport and documents are taken to another area.

UKBA will then notify you of our decision on your application. If UKBA approve your application, we will:

  • insert your residence permit into your passport (see below), if you do not need to obtain a biometric residence permit as part of your application; or
  • tell you that you will receive your biometric residence permit by post, if you need one. We will not give you your biometric residence permit on the day of your appointment.

If UKBA refuse your application, UKBA will give you the appropriate notice of this, and tell you whether you have any right to appeal.

UKBA continue to process applications until UKBA have seen the last customer, but UKBA lock the doors at closing time for security reasons. You will still be able to leave the building after this time.

Inserting a vignette into your passport - 60 minutes

If you did not need to obtain a biometric residence permit as part of your application, UKBA will:

  • scan your passport; and
  • insert a sticker (known as a 'vignette'), which states that you have permission to stay in the UK into your passport.

The vignette will include the photograph that you provided with your application. You will be called to a counter, where an officer will return your passport and documents. In our Cardiff offices your passport will be returned to your correspondence address by special delivery.

You should check your vignette to ensure that all the details are correct.

Issuing your biometric residence permit

If you did need to obtain a biometric residence permit as part of your application, UKBA will not insert a vignette into your passport. Instead, UKBA will send you a biometric residence permit by post a few days after your appointment. If you need to travel abroad before your permit can be sent to you, you will need to apply for a visa from abroad before you can return to the UK.

Biometric resident permits - Tiers 1 and 5 of the points-based system

From 14 December 2010 people applying for further leave to remain in the UK under the Tier 1 or Tier 5 (Temporary Worker) categories of the points-based system will be required to provide their biometrics (fingerprints and photograph) as part of their application.

Providing biometrics helps to protect the identities of genuine applicants. If your application is successful you will be issued with a biometric residence permit. This is evidence of your permission to stay in the UK, and shows the conditions of your stay. It enables you to confirm your identity and your rights to work here, and to access public services.

If you make your application to extend your stay in the UK by post, UKBA Home Office will send you a letter after UKBA have received your application. You will be able to enrol your biometric information at one of 17 crown post offices using their walk-in service or at one of 11 Home Office biometric enrolment centres by appointment only.

If you want to make your application in person you can do this at one of our public enquiry offices or using the super premium service. You will enrol your biometric information at the same time as making your application.

You do need to apply for a biometric residence permit if you are currently in the UK and you want to extend your temporary permission to stay here in one of the following immigration categories:

  • Tier 2 (General) of the points-based system
  • Tier 2 (Intra company transfer) of the points-based system
  • Tier 2 (Sportsperson) of the points-based system
  • Tier 2 (Minister of religion) of the points-based system
  • Tier 4 (General) of the points-based system, including postgraduate doctors and dentists
  • Tier 4 (Child) of the points-based system
  • representative of an overseas business
  • domestic worker in a private household
  • sole representative of an overseas firm
  • UK ancestry
  • academic visitor (if you are applying to extend your stay in the UK to more than six months)
  • visitor for private medical treatment
  • husband, wife, civil partner, unmarried partner or same-sex partner of a British citizen or a person who has settled in the UK
  • dependant of a main applicant in a category that requires a biometric residence permit

Also, you must apply for a biometric residence permit if you use form TOC to request a transfer of your temporary permission to stay in the UK from an old passport or similar document.

You do not need to apply for a biometric residence permit if you are:

  • a foreign national applying to extend your stay in an immigration category not listed above - instead you will receive a new vignette (sticker) in your passport; or
  • a foreign national applying for permission to settle in the UK; or
  • a national of a country in the European Economic Area (including the UK) or Switzerland.

Green Card and Naturalization applicants needs to take the USCIS Biometrics for the purpose of Federal Bureau of Investigation criminal background checks. Certain application like I-90, N-400, I-485, etc., requires USCIS Biometrics to be taken. In this case you need to submit the application with USCIS Biometrics fee.

 

After USCIS receives the application, they will send USCIS appointment notice with place, date and time for you to take the USCIS Biometrics. Once you receive the USCIS appointment notice make sure you read the instructions carefully. In certain areas, a van will come to take you to the finger printing locations, if the fingerprinting location is far from your area. Note that the USCIS appointment notice will tell you whether a van serves your area.

 

If additional documents are required, then USCIS appointment letter will specify the documents that you need to take with you for the USCIS Biometrics.

 

Take the USCIS appointment letter with you, when you go to take the USCIS Biometrics. Make sure you also take the additional documents that is specified the USCIS appointment letter. You must also take with you a photo identification document such as passport or national photo identification issued by your country, or driver's license, or military photo identification, or state-issued photo identification card.

 

After you reach the USCIS Biometrics center with your USCIS appointment notice, you will be asked to fill a form. You must also indicate for what application the USCIS Biometrics is taken for eg., Form I-90, Form I-485, N-400 etc.,

 

Most of the fingerprinting center uses ink to take the fingerprint. However they might also take the fingerprint electronically eventually.

 

Once the finger print is taken, USCIS will send it to the FBI to check the criminal backgrounds. The FBI is very efficient and checks your case and sends it back to the USCIS in 3 to 4 weeks. In case if the fingerprint is not clear they will reject and send it back to the USCIS. Then USCIS will again schedule another appointment and send an USCIS appointment notice to you. You need to take the finger prints again. If FBI rejects because of quality of the fingerprints, then you don't have to pay the fee for biometrics.

 

You can also check with the FBI whether it has checked for criminal backgrounds and sent it back to the USCIS. Note that USCIS will not reveal the results, whether the fingerprints was rejected or not. If the Federal Bureau of Investigation rejects your finger print twice then you have to get the police clearance from each place where you had lived in the past five years.

 

Generally USCIS Biometrics are considered good for fifteen months. If in case the application is not processed for fifteen months after you had taken the fingerprints, then USCIS may send another USCIS appointment asking you to take the fingerprints again.

 

Applicants for political aylee don't have to pay the biometrics fee. Applicants who concurrently file I-485 based on an employment petition and Form I-765 will receive one USCIS appointment for biometrics. USCIS will take biometrics for both forms in one visit and the applicants need to pay only one biometric fee with the I-485.

In earlier days, password system invented first for security. As time progress, hackers found the ways to break the password security systems. After that identity cards invented. Still, in some companies this system is working. It is good and fast and has some other advantages as well. Physical Traits

These are related to shape of our body. Let's take some example. Fingerprint, it must be unique for all people. Palm print is another trait. Face recognition is another one. In face recognition, the factors include distance between two eyes, distance between nose and ear, size of the nose, any blot, blemish etc. Latest technology contains eye retina scan. Over all, all the factors which uniquely identify a person.

Behavioral Traits

These are related to behavior of the person. For example, typing rhythm. System requires typing some words and identifying the person based on the rhythm. Other trait is gait; a slight difference must be there in the gait of every people. Another factor is voice. There are so many systems already in the market which works on voice recognition. So many other aspects are in this category.

 

How biometric access control system works? It works on verification. A single system can consider more than one trait, which is discussed earlier. Means system verify all criteria. System scans the person who wants to access secure resource. Then match that data with the captured biometric data stored in database.  On that basis, system verifies the person who he claims to be.  If system founds that person as an authorized person then allows him/her to access the secure premises or resources. Another use of biometric system is to identify a particular person from the bulk of people. System works same way as in the previous case. It scans the people one by one and matches the criteria. When match happens system alerts the administrator.

At the end, little bit discussion on performance against the investment. It is one time cost system. It takes almost nil maintenance. It requires update of the database. You need to enter the data of authorized persons first, against which the system does verification. Security level of biometric access control systems is very high then the older systems based on password or identity cards. These systems require creating duplicate biometric traits to hack, which is very hard, in-fact nearly impossible. Therefore, no doubt in mind about the security that biometric access control system provides.

Today, biometric access control systems are worldwide popular systems. Even biometric passports are in the trend. Most of the countries have adopted biometric passports.
